San Francisco Frontiers - Scottish Conservatives Demand Halt to £16m Rwanda Aid Amid US Sanctions

Craig Hoy, the Scottish Conservatives’ finance spokesman at Holyrood, has formally called on First Minister John Swinney to terminate Scotland’s financial support for Rwanda. The demand arrives as the African nation faces intensifying diplomatic pressure from Washington, including new sanctions against its defence ministry and the impending loss of preferential trade status.

Writing in the Scottish Daily Express on 31 October, Hoy argued that the more than £16 million in aid currently flowing to Kigali as a designated international development partner offers poor value for Scottish taxpayers. He accused the Scottish Government of facilitating "reputation laundering" for the Rwandan leadership by indirectly funding its global image-building efforts.

Hoy pointed to Rwanda’s aggressive expansion into high-profile commercial ventures as evidence of misallocated resources. These include sponsorship deals with major European football clubs Arsenal, Paris Saint-Germain, and Aston Villa under the "Visit Rwanda" banner, with reports suggesting one agreement is worth approximately £20 million annually. Additionally, Kigali signed a 10-year deal in mid-October to host an African Grand Prix from the early 2030s.

The proposed Formula 1 circuit in Bugesera, located roughly 40 kilometers south of the capital, is estimated to cost over £200 million to construct, with total expenses potentially reaching £1 billion. Hoy cited Human Rights Watch, which has characterized these sports investments as "sportswashing" tactics designed to distract from what it describes as an abysmal human rights record.

The political pressure in Scotland coincides with significant geopolitical shifts affecting Rwanda’s international standing. In mid-October, the US Treasury sanctioned Rwanda’s Ministry of Defence and Zigama Credit and Savings Society, a financial institution serving security forces. Washington accused Zigama of financing weapons purchases for the Rwanda Defence Force and facilitating the movement of gold from territory controlled by the M23 rebel group in the eastern Democratic Republic of Congo.

These measures follow sanctions imposed in March on the Rwanda Defence Force and four senior officials. Five days after the latest Treasury actions, US Trade Representative Jamieson Greer announced that Rwanda would lose duty-free access to the US market under the African Growth and Opportunity Act (AGOA) starting 1 January 2027. The decision cited concerns regarding trade barriers, the rule of law, and human rights conditions.

Despite these setbacks, Rwanda is pursuing new diplomatic avenues in Europe. According to a Financial Times report, Germany, Austria, Greece, the Netherlands, and Denmark are nearing an agreement to accept rejected asylum seekers from their jurisdictions, potentially utilizing facilities originally constructed for Britain’s abandoned deportation scheme.

This European initiative has revived scrutiny over human rights protections. In November 2023, the UK Supreme Court unanimously ruled that Rwanda was not a safe country, citing risks that refugees could be returned to areas where they faced persecution. Two Members of the European Parliament who have visited the country expressed concern to the Financial Times about the proposed plan.

Tineke Strik, a Dutch Green MEP, warned that deportees might face difficulties finding employment in a country with high unemployment rates, risking them being "stuck in a legal limbo." Anna Strolenberg, a Volt MEP in the Greens/EFA group, argued that governments would be better served by investing in their own asylum systems.

Zobel Behalal of the Global Initiative against Transnational Organised Crime suggested that Rwanda is attempting to leverage a favorable moment to escape isolation and regain European favor. However, pressure remains high; in February 2025, the European Parliament urged the EU Commission and Council to suspend the bloc’s raw materials partnership with Rwanda until it ceases all interference in Congo, including the export of minerals from M23-held areas.

As Washington tightens its economic and diplomatic leverage, questions are mounting regarding Scotland’s continued financial ties. With the US trade suspension set for 2027 and the Bugesera circuit yet to be built, Hoy’s intervention raises a direct challenge to the Scottish Government: whether taxpayers should continue underwriting Kigali amid a growing list of human rights concerns and international isolation.
